Dr. Cooper serves as an Assistant Professor of Educational Leadership at Ball State University. She teaches graduate courses in the masters, specialist, and doctoral programs for aspiring P-12 principals, directors, and superintendents. Ball State University's online Master's in Educational Administration and Supervision program is ranked 13th in the nation by U.S. News & World Report (2025).
Dr. Cooper's research focuses on technology for school district leaders, practices and policies to support advanced and gifted learners, and the superintendent pipeline. Her expertise stems from 30 years working in P-12 public education in a variety of roles including teacher, coordinator, director, principal, and superintendent. She spent seven years as the Superintendent of The University of Texas at Austin High School Special Purpose District, an innovative, virtual school district, consistently ranked in the top three best online high schools in the nation. Throughout Dr. Cooper's career, she advocated for students with special talents and needs such as gifted, advanced, and emerging bilingual learners. Specialty roles supporting gifted and talented students included Magnet Director at Kealing Middle School and Honors/Advanced Placement teacher in Austin Independent School District and Coordinator of Advanced Academics in Pflugerville Independent School District.
